Durham County Invites Community to Virtual Kickoff Webinar for East Durham Rail Crossings Study

Durham, N.C. – Durham County invites community members to attend a Virtual Kickoff Webinar for the East Durham Rail Crossings Study on November 12, 2026, from 7-8 p.m. The webinar will introduce the study, which is focused on identifying safety, mobility, and connectivity improvements at three East Durham railroad crossings: South Plum Street, South Driver Street, and Ellis Road.

The webinar will provide an overview of the study, explain why the crossings are being evaluated, and share opportunities for the community to participate and provide input throughout the planning process.

Led by the Durham County Transportation Department and funded through the Federal Railroad Administration's Railroad Crossing Elimination Grant Program, the multi-year study will evaluate potential improvements to three street-level railroad crossings in East Durham: South Plum Street, South Driver Street, and Ellis Road. The study aims to identify ways to improve safety, mobility, and connectivity for residents, commuters, pedestrians, and other roadway and rail users.

As trains travel through Durham, at-grade railroad crossings, or locations where the railroad crosses the roadway at street level, can create safety risks and disrupt local traffic. Blocked crossings can also cause delays for emergency vehicles and affect how people move through surrounding neighborhoods. According to the Federal Railroad Administration (FRA), 18 train-related crashes at the three study crossings have been reported since 2001, resulting in 12 injuries and 5 fatalities.

The study will examine potential roadway and rail corridor improvements that could provide safer ways to cross the tracks. Through technical analysis, environmental review, and community and stakeholder engagement, the study will evaluate potential solutions and identify a preferred alternative for future consideration.

Community participation will be an important part of the process. The November 12 Kickoff Webinar will provide an opportunity for residents and other interested parties to learn about the study, understand the issues being evaluated, and find out how to stay informed and provide input as the project progresses.

The East Durham Rail Crossings Study is a planning effort and does not include construction. Durham County anticipates completing the study in mid-2029, with opportunities for public input throughout the process.
